The aggregation trap

Qualifying income is a client's gross self-employment income plus their gross UK property income, combined, before any expenses are deducted. A client with £35,000 of self-employment income and £20,000 of rental income has £55,000 of qualifying income, and is mandated now, even though neither source alone crosses £50,000.

A client with both self-employment and property income also files a separate quarterly update per source. Two sources means eight quarterly updates a year, not four, one set for the trade and one for the property business.

What counts as qualifying income for MTD ITSA?

Qualifying income is a client's gross self-employment income plus their gross UK property income, added together, before any expenses or allowances are deducted. This is the aggregation practices get wrong most often: two income sources that individually sit under a threshold can combine to push a client into an earlier mandate wave.

My client is under £20,000 — are they ever in scope?

Not yet. HMRC has confirmed thresholds down to income over £20,000 from April 2028, but hasn't announced a date for anyone below that. Keep an eye on future Budget announcements, and it's still worth moving them to digital record-keeping so a future mandate is a formality rather than a scramble.
