What is Personalliggare (Digital Employee Register)?

Personalliggare is a mandatory digital employee register required in certain industries including construction, hairdressing, restaurants, and car repair workshops. It must record every worker on site and be accessible to Skatteverket inspectors for real-time verification. Missing or inaccurate entries result in a kontrollavgift (inspection fee).

Example

A building contractor hires three subcontractors for a job site. All three, plus the contractor's own employees, must be entered in the personalliggare before starting work. A Skatteverket inspector visits the site and checks the digital register against the workers present.

How Personalliggare (Digital Employee Register) works in Sweden

The personalliggare system was introduced to combat undeclared labour in cash-intensive and labour-intensive industries. Skatteverket identified construction, restaurants, and personal services as sectors with significant tax gaps, and the digital register requirement was designed to make spot-checking fast and effective.

**Which industries are covered?**

As of 2025, the following industries must maintain a personalliggare: - Construction (byggbranschen): on every building and construction site - Hairdressing and beauty salons (frisör- och skönhetssalonger) - Restaurants, cafes, and catering - Car repair and inspection workshops (bilverkstäder) - Body piercing and tattoo studios

The government has at times discussed extending the requirement to cleaning companies and other sectors.

**What must be recorded?**

For each worker on the premises, the personalliggare must contain: - Full name and Swedish personal identity number (personnummer) or coordination number (samordningsnummer) - Date and time of arriving and leaving the premises - For subcontractors: the company name and organisationsnummer

The register must be in digital format and capable of being read by Skatteverket's inspection devices. Some industries use specialised time-recording systems; others use approved software apps.

**Inspection process**

Skatteverket inspectors (skatteinspektörer) can arrive unannounced at any time the business is operating. The business must produce the personalliggare on demand. The inspector cross-checks the register against workers physically present.

**Penalties (kontrollavgift)**

If the personalliggare is missing entirely: SEK 12,500 per inspection. For each worker not listed in the register: SEK 2,500 per person. If the same violation occurs again within two years, the fees double.

These penalties are assessed on the employer, not the individual worker.

**Self-employed workers**

Self-employed individuals (enskilda firmor) working on covered sites must also be entered in the personalliggare. The site owner or principal contractor is responsible for ensuring all workers on the site — including subcontractors and their staff — are correctly registered.
